Reality Check: It’s not always Rod’s fault

Heh, it's pretty easy to blame an unpopular governor's attempt to curry favor with an important voting bloc in making an amendatory veto to important transit bailout legislation as he did earlier this year. Still is it exactly all his fault, though to be sure that mandate and veto state funds to cover that certainly didn't help the CTA's financial situation.

Still the Capitol Fax blog takes aim at the notion of blaming the governor noting:
The bottom line is this: Yes, the free rides and the governor’s veto of subsidies has probably hurt the CTA’s budget. But those factors don’t appear to be the sole or even the most significant source of the problem.

Disappointing tax receipts - from the stalled housing and retail economy along with people leaving Cook County to shop - appear to be the real problem here.
