The decline of the newspaper industry

This post from Instapundit isn't exactly focused on Chicago neighborhoods but it might be a valid point to be made. Especially regarding the decline of the big two newspapers in Chicago. What do you think? Are the quality of newspapers connected to the problems of local communities?
