The state is making changes to its services for the developmentally disabled and mentally ill.
The state today announced plans to close an institution for people with developmental disabilities and build a new psychiatric hospital in Chicago's south suburbs.
Advocates cheered the closing of the Howe Developmental Center in Tinley Park. It's to be shuttered by July 2009 and its residents transferred to community-based homes and other state centers.
