IL state can't pay its bills

Just like many of you the state of Illinois is having trouble making ends meet.

The Illinois Comptroller released a report saying he can't pay $1.8 billion in bills because the money isn't there. That's hurting over a hundred thousand vendors and agencies across the state. And one agency here says they're doing what they can to get by.

The Arc of Rock Island County gives people with developmental disabilities: jobs, a place to live and much needed care. But since June they haven't gotten paid from the state for providing services at its long-term care facilities. That's 1.5 million dollars.

Stacey Cary the associate director says, "The state can always be behind and especially this time of year sometimes the funding will get behind a little bit, but to this extent I don't know when the last time it was to this extent."

The state has delayed payment but that doesn't get rid of payroll for the Arc.

"We have to get creative we stop capital improvements, we dip into savings we do have different operations that do provide income for us and instead of putting that back into business we may have to use that for operating expenses."

Cary says that money will only go so far if the state makes them wait much longer they'll have to find other sources.

"More than the four or so months that we've been going on in the rears then we're going to have to dip into lines of credit and loans."
