What was in box addressed to Paul Powell?

Paul Powell died in 1970 and was said to be a very corrupt Secretary of State. He was known to have shoe boxes full of cash. In fact in his hotel room in Springfield, he had $160,000 of $800,000 of undocumented cash in shoe boxes.

Here's a little more from the AP:
So ears pricked up when mailing services owner Fred O'Connor revealed recently that he had found a large wooden box addressed to Powell back in 1984.

The box had been sitting unopened for years in O'Connor's garage.

O'Connor finally opened the box in front of witnesses last week. It turned out to contain nothing but a 6-foot-by-6-foot framed photograph of Harry Truman.
Well that was very anti-climactic, yes?
