Explaining why Illinois doesn't have a construction plan

It's a simple but perplexing question: Why hasn't the state fixed more crumbling roads, decrepit bridges and aging schools?

For six years, Gov. Rod Blagojevich and lawmakers have failed to pass a massive public works program.

Now weakened by a federal investigation, Blagojevich is trying to rally support for his latest proposal—a $25 billion public works plan that would create jobs in a staggering economy. So far he's failed to persuade enough lawmakers to trust him.
A list of things that has gone wrong as state leaders hash this one out. It almost seems like a capital plan is a one in a lifetime event. Isn't this something that can be provided for on a year by year basis?
