Best small-biz cities? Chicago doesn't make the cut

Crain's small business blog, Enterprise City, discusses the issue of Entrepreneur magazine where Chicago didn't make the cut of the 10 best cities to start a business. If you want to stay in the Midwest you can go to Madison, Wisconsin or Youngstown, Ohio. Other than that where do you think Chicago is as far as attracting entrepreneurs?
