About 6:27 PM on the Ryan
Traffic was at a standstill in the northbound lanes. Cars were going up the ramp at 95th from the northbound lanes. I saw police cars and police officers standing on the expressway not far south of the 87th Street L station. It was backed up all the way past 99th street. I wonder what happened to cause that?
