3 CPS employees charged in $137,000 payroll scam

Tribune:
Tremaine Edwards, 33, of the 8900 block of South Cornell Avenue; Mark France, 47, of the 9000 block of South Bennett Avenue; and Shandta Lambert, 37, of South Holland were charged with theft, said Andrew Conklin, a spokesman for the Cook County state's attorney's office.

Between August 2007 and January, Edwards, a 15-year voucher coordinator, and France, a 13-year payroll adjustment clerk, concocted a scheme at district headquarters to issue bogus checks ranging from $4,000 to $56,000 in return for thousands of dollars in kickbacks, said Chicago Public Schools Inspector General James Sullivan.

"Some employees gave thousands of dollars in kickbacks from each employee. . . . [Some] amounted to about half of their checks," Sullivan said. "This was pay for time people did not work."
