You are NOT getting the people you are voting for as state representative and senator!

Sen. Trotter's name is on the ballot even though he has resigned from the office
For those who live in the 34th district (for state represenative) and 17th district for state senate: Did you know that the people you might be voting for  state represneative and state senator will NOT be the people who will take office for the term you are electing them for?

State Senator Donne Trotter resigned on January 19, 2018. This was essentially just in time to meet the deadline for people who wanted to register as a write-in candidate.

He will NOT be in office again. 34th district State Representative. Elgie Sims was chosen by Democratic Committeemen (NOT the vote of the people) to replace Trotter. Sims was in turn replaced by the same committee (and NOT the average voter)  by Nick Smith as State Representative.


The Chicago Tribune wrote an editorial about this voter omission in January.

Elgie Sims succeeds former Sen. Donne Trotter

Thank you Sen. Donne Trotter

First I'm going to post this tweet from ABC 7. It was announced on Friday that state Sen. Donne Trotter - in the Illinois state Senate he's the assistant majority leader - is retiring from his seat. His resignation is effective immediately.
As the process normally goes Democratic committeemen in the 17th state senate district will have 30 days to select someone to fill the remainder of his term. Sen. Trotter's term would end in January 2019.

Recounting all of our officials who have gotten into trouble


We're following up on yesterday's post about former State Representative Connie Howard.

The following officials were all in office at the same time for at least 6 tears (2006-2012). That’s 4 out of 5 of our local offices where there’s been at least a serious allegation or arrest, if not a conviction. (We don't have any official allegations for Aldermanic offices, at least east of the Dan Ryan and north of now 87th).

It is interesting to note that in several elections, these officials ran unopposed.

Are We Our Brothers Keeper: GEO Reentry Services


I've been holding back on writing a post on this because its too important of an issue in our community to not have all the facts. While I understand the concerns of the community, the initial post and subsequent comments frankly straddle the line of fear mongering. I could not understand the comments as the Safer Foundation, a non for profit, operated on 73rd Cottage Grove for a number of years without incident.

I took upon myself to investigate and spoke to Alderman Sawyer and my contacts in the 8th ward. During my conversation I learned that the office building at 8001-8007 S. Cottage IS NOT a state owned building but several state agencies rent from a private owner No one was aware of the opening other than seeing the press release from Ms. Chinta Strausberg. I reached out to her and Mr. Emanuel Barr. Mr. Barr is the Outreach and Operations manager for GEO Reentry Services and the son of the late Rev. Leonard Barr who was a community activist in the Chatham community for over 25 years. I received a response to my emails from both Ms. Strausberg and Mr. Barr. Mr. Barr and I agreed to meet and speak about GEO Reentry services.

I have researched the "reentry services" field in the past when there was talk of individuals wanting to open "transitional" (Halfway Houses) in the community. I found that some of the largest non for profits such as Salvation Army were the largest providers of transitional housing and other related services. I googled GEO and found that they were a FOR Profit company and was involved in a number of states as well as in a number of lines of businesses that serve the corrections industry.

On Thursday, March 5th I met with Mr. Barr at the Chatham office of GEO Reentry. As I walked toward the building I was aware that the Illinois Department of Human Services had offices on the Cottage Grove side of the building but was not aware of what State of Illinois department had offices on the rear side. As I walked up I saw two entrances both with signs on the door reading Department of Corrections. I entered the first door and within the vestibule was GEO Reentry Services offices.

The offices were modern and I was greeted by a receptionist behind glass. Entry to the office required that you be buzzed in. Mr. Barr and I greeted each other and I we got into some questions. I admit I was not aware that the Illinois Department of Corrections (IDOC) was leasing space but was told they had been there for the past 15 years. I also asked about what was GEO Reentry Services and what made them different than some of the other organizations. GEO Reentry is a FOR PROFIT and takes a different approach to reentry services than the non profits such as Safer Foundation and others. Per Barr, GEO takes a more holistic approach to working with their clients. They don't believe that propping up an individual to get a job is productive unless the individual mindset is to be productive and has made the steps necessary to keep the job. As it was explained unless you get rid of the "stinkin thinkin" all your other efforts are useless. Most of the clients are non violent offenders (Drugs, theft, etc) who are in violation of their parole and risk going back into IDOC custody. Their parole officers refer them to GEO Reentry as a way to get them back on track. The facility has rules with the main one no earrings, hats or jewelry can be worn inside the facility. This stops any one from making an assumption that another was wearing gang paraphernalia. Also, foul language and smoking is not permitted. Clients are drug tested (dropping) and by breathalyzer for alcohol. Clients are assessed and put on an individualized services program that could last from 3-9 months. Services that GEO offers their clients are employment assistance, educational assistance, anger management , substance abuse and individual cognitive behavioral treatment (ICBT) services are all on site. Those individuals that require additional services are referred to outside agencies. I toured the facility and the space was modern and well equipped. The facility has a computer lab that serves several purposes that include, job search/resume preparation, situation simulation programs and educational programs. There is a multipurpose room that can be divided to provide two classrooms. The facility was build out under the supervision of Mr. Barr who stated he was compelled to make it the best it could be because he wanted the best for the community in which he was raised.

We talked about the emails and post that have been swirling around. Mr. Barr stated first he is from Chatham and still has relatives and he was asked to take the Outreach/Operation manager position in October and they started construction in December and he oversaw the construction from start to finish. He explained that his company is a contractor for the Illinois Department of Corrections and as a contractor,GEO’s role is to satisfy the requests of their customer. The reason why the services were requested for Chatham is because zip code 60619 has a large number of individuals currently on parole. He further stated that the build out had nothing to do with Alderman Michelle Harris(8), Alderman Roderick Sawyer (6) or state officials Elgie Sims, Marcus Evans, or Donne Trotter. It was a state request for services to this population and nothing more. That said, Barr has strong believes that engaging ongoing community support is a part of the success of any underserved population and has invited the elected officials to tour the site and find ways to connect the community. The biggest goal is to change the thinking of the participants and to help them become contributing members of the area, and not recidivating back in to prison. So there was and is no complicit activities going on with any elected official.

I also explained the communities concerns about "clients" loitering. He explained that although they are using their services the clients are still under supervision of the IDOC parole division and they would be in violation by engaging in such an activity. Lastly, I asked about GEO becoming a true community partner and Mr. Barr was more than happy to oblige. I asked about the organization creating a community advisory committee, working with Mather and the Department of Aging on helping seniors cope with love ones on probation and also working with the community on the Nuway situation. On all, Mr. Barr was open and was willing to sit down and get to work. Currently, the center is only servicing 7 individuals since they opened earlier this week, but expect to have up to 100. He stated that there may be employment opportunities there as well at other facilities and would share them with the community as they arise.

Mr. Barr again stated the community was welcome to come and tour the facility as well as he wanted to come to the GCA meeting on the 21st to discuss GEO Reentry. I forwarded his request to Mr. Thomas.

My bottom line is we must understand that we cannot export our problems to other communities anymore, communities such as Uptown are going through gentrification and are pushing out social service providers with exorbitant rents. We must commit to an A squared solution. First acknowledge then take action. We cannot continue to blame the loiterers along 79th Street and along Cottage Grove on the methadone clinic.

WATCHDOGS: Tally in Illinois grant-fraud probe so far: 13 charged, $16M embezzled

I'm going to focus on one case amongst others mentions and this involves the former owners of the Regal Theater near 79th & Stony Island. We've posted about this before and it seems like quite a mess because it involves government grants:
Defendants: Margaret A. Davis and Tonja Cook, of the Chicago chapter of the National Black Nurses Association

Filed: June 9, 2011

Charges: Mail fraud and money laundering

Details: Davis pleaded guilty, admitting that, with help from Cook, she siphoned about $500,000 in state grant money for “personal use,” including mortgage and credit-card payments. Cook, who also pleaded guilty, said “thousands of dollars” in grant money under Davis’ control went to pay campaign workers for former state Sen. Rickey Hendon (D-Chicago), who helped Davis win a $460,000 grant in 2006. Hendon hasn’t been charged with any wrongdoing.

Status: Davis to be sentenced Oct. 8; Cook Oct. 15.

Defendants: Former County Club Hills police Chief Regina R. Evans and her husband, Ronald W. Evans Jr., former inspector general for the south suburb

Filed: April 4, 2012

Charges: Conspiracy, wire fraud and money laundering

Details: The Evanses admitted spending about half of a $1.25 million commerce department grant on gifts for family members and friends and to pay off personal debt, including a mortgage on the New Regal Theater on Chicago’s South Side. State Sen. Donne Trotter (D-Chicago) helped the couple’s not-for-profit organization, We Are Our Brother’s Keeper, get that state grant, which was to be used for a job-training program that was part of theater restoration efforts. Trotter has not been charged.

Status: Regina Evans to be sentenced Oct. 15; Ronald Evans Dec. 2.

Defendants: Regina R. Evans and her brother Ricky McCoy, former executive director of We Are Our Brother’s Keeper

Charges: Money laundering, conspiracy, obstruction of justice and witness tampering

Details: The former County Club Hills police chief and her brother admitted conspiring with an unnamed witness to create a story for investigators that falsely claimed the $1.25 million commerce department grant was used for job training. Her brother also admitted taking part in the money-laundering scheme.

Status: Regina Evans to be sentenced Oct. 15; McCoy Jan. 4.

Defendant: Jeri L. Wright, daughter of the Rev. Jeremiah Wright

Filed: April 10, 2013

Charges: Money laundering and making a false statement before a grand jury

Details: Wright, described as a “close associate and friend” of Regina and Ronald Evans, is accused of aiding the Evanses in their money-laundering scheme.

Status: Trial set for Oct. 16.
It's interesting that Donne Trotter's name was brought up we may already know of his legal issues involving almost taking a gun on a flight at O'Hare Airport. If there are legal people reading this blog, on what basis could the State Senator have been charged in this case?

Chicagoist noted this and this is a last minute addition to this post. It involves former State Rep. Constance Howard:

Details: Kelly is accused of illegally spending grant money on things including his home and office rent for since-retired state Rep. Connie Howard (D-Chicago), co-founder of Let’s Talk, Let’s Test.

Charge: Mail fraud

Details: The South Side Democrat admitted skimming tens of thousands of dollars from a charity golf outing for “personal and political use, including expenses associated with the promotion of her campaign.”

Family Wellness Health Fair

Evans, Jr., Cook County Commissioner Stanley Moore, Jr. and Wal-Mart is hosting the 17th Legislative District Family Wellness Heath Fair and Back to School rally on Saturday, August 3 at Avalon Park in Chicago.

As we prepare to celebrate the start of a new school year, the Fair will provide students of our area with school supplies as well as the opportunity to receive health information for the entire family, including free child immunizations (shot records required), HIV/AIDS testing and adult wellness checkups (blood pressure, cholesterol and diabetes), all screenings will occur free of charge

State senator Donne Trotter gets plea deal

State Sen. Donne Trotter pleaded guilty today to misdemeanor reckless conduct for trying to board a flight with a handgun in his carry-on luggage in December.

In a plea deal worked out with Cook County prosecutors, Judge Charles Burns sentenced Trotter, 63, to a year of court supervision and 60 hours of community service. In exchange for the plea, prosecutors dropped the original felony charge of bringing a gun onto an airplane. A felony conviction could have resulted in up to three years in prison.

AP: Trotter cites legal trouble in ending US House run

We posted about what the sources said yesterday, Sen. Donne Trotter made it official this morning:
Trotter announced Saturday he will not seek the 2nd congressional district seat, which includes parts of Chicago's South Side and nearby suburbs.

"Today I formally announce my intention to end my candidacy for that position," he told an audience of district constituents, local officials and journalists in suburban Lynwood. "The people of the second Congressional district have critical needs that must be met."

For weeks after his arrest, Trotter insisted he would still seek the seat and touted his achievements during 24 years in state politics, even as his attorney, Thomas Durkin, acknowledged that the charges left a "cloud hanging over his head." Trotter maintained the backing of an influential suburban township leader, but missed out on the Cook County Democratic Party's endorsement, as its slating committee opted for an open primary among the dozen or so Democratic candidates.

On Saturday, Trotter said he'd had a change of heart, noting that the district faces big challenges in creating jobs, improving education and reversing a home foreclosure rate that he said was the highest of the state's congressional districts.

"The stakes are too high and the debate is too important," he said. "... Nothing must be allowed to eclipse this debate. My commitment to these and other quality-of-life issues runs too deep to allow myself or my situation to detract from what needs to be front and center."

Trotter said he would not endorse any of the other candidates.
As many already speculate, Trotter does cite his arrest earlier this month as one reason why he will not continue his race for Congress.

NBC Chicago: Trotter's out?

Key word in this news is sources. From Ward Room:
State Sen. Donne Trotter, once considered the front-runner in the race to replace Jesse Jackson Jr., has decided not to run for the seat, sources tell NBC Chicago.

Trotter has released his pollster and begun notifying supporters of his decision, sources say.

Calls to Trotter's office and to his attorney, Thomas Durkin, for comment on Thursday were unsuccessful.
Soooo, is he out because of his unfortunate arrest earlier this month for possessing a gun at O'Hare Airport? Or are there other factors at play here?

He was supposed to be the favorite in this race, and he had some support among Cook County Committeemen when they held a slating session. However, the committeemen decided not to endorse anyone in the race for the 2nd Congressional District.

State Senator Donne Trotter free from jail - but not criticism

Several news reports have noted that Donne Trotter is free on $25,000 bail. According to reports, such as the Tribune's Chicago Breaking News, Trotter still had the clothes on that he was arrested in.

DNAinfo also reported that a) the gun was not registered in Sen. Trotter's name, b) the FOID lists his Springfield office address, not his home in Chicago and c) that Allpoints declines to confirm or deny Trotter's employment.

However, despite being free form jail, Sen. Trotter is not free from criticism.

For example, The Prairie State Report, a conservative IL blog, claims that Donne Trotter does not  actually work for Allpoints Security, as Trotter claimed, and gives reasoning why that is so.

State Sen. Trotter wants to represent the 2nd Congressional District


It should be noted in the jockeying to succeed I never mentioned state senator Donne Trotter. He just won re-election to his seat although with very little difficulty as he was unopposed. He did make a run for higher office in 2000 seeking to take Bobby Rush's seat and running against a young Barack Obama. We see that Ed McClelland at Ward Room is reminiscing about meeting with Sen. Trotter over 12 years ago.

Also CapFax talks about Trotter, he notes that he already have suburban Democratic committeemen (referring specifically to the committeeman of Thornton Township) behind him already. Rich Miller also notes that: "If he can raise the money, Trotter could very well be the one to beat.

From Greg Hinz he mostly talks about who's out of the race. One of the candidates who stepped out was 4th Ward Alderman Will Burns. Toni Preckwinkle commissioned a poll and it wasn't looking good for him according to this piece. Time will tell who else will want out!
 
Back to Ward Room, Ed McClelland handicaps the race and even includes the names of those who are out such as former County Board Prez, Todd Stroger. He already said he was out and then also there's Ald. Will Burns.

BTW, missed this old article but it fits. I wrote about the Red Line extension recently to 130th St and Debbie Halvorson has even made a statement in support of this extension perhaps this needs to be an issue to be brought up in this race:
Also talking transportation earlier in the day was former Congresswoman Deb Halvorson. She focused on a project Mayor Emanuel strongly supports.

"We're right here at 95th St. The extension of the Red Line. We need to right away make sure that is extended. It needs to go to at least the city limits, 130th Street," Halvorson said.
Perhaps other potential candidates should follow suit! Especially Ald. Beale because the extension will affect his 9th Ward.

Candidates have begun filing

Filings for candidates a separate page with candidates and contact info in the near future.

Some candidates are for offices such as Committeeman and are available through the Chicago Board of Elections, which have not yet posted filings.

You can also refer to the Cook County Clerk website for candidate filings. Kari Steele has also filed for Water Reclamation district according to the County Clerk. - Levois

Two candidates seeking petition signatures last night...

Just outside of the church where the Roseland Heights Community Association held their September 2011 meeting.

First is a flyer for Kari K. Steele who is again running for Water Reclamation District. She ran first in the 2010 Democratic Primary and didn't make it into the general election. A representative was at the meeting collecting petition signatures for her.

Lawmakers get a peek at new districts

State Senator Donne Trotter (D-17th District) got a peek at his new map. His district may be in Will County and he knows that he may have to answer to more suburban mayors than he used to:
It's a worrisome topic. Take state Sen. Donne Trotter (D-Chicago). Trotter represents parts of Chicago's Southeast Side and a few suburbs. Due to population losses, his district going forward is likely to stretch into Will County. Knowing that, Trotter has paid closer attention to complaints from mayors statewide.

The state is threatening to reduce the amount of money it gives local governments. Currently, Trotter only has to be responsive to a few mayors. He knows next year, he may be answering to many more. And they will be watching closely how he votes on the funding issue.
